Based on extraordinary measure of the Ministry of Health of the CR, measures related to wearing respirators in interior spaces change from 14/3/2022. In connection with this, employers’ obligation to provide employees with respirators changes as well, namely:
- Employees, students or any other persons are not obliged to wear respirators at the premises of UP from March 14, 2022. However, the rector of Palacky University recommends to use respirators in cases when there are more than 20 people at the same time and place (typically lectures, gatherings, meetings of the UP bodies, staff meetings, trainings, etc.).
However, during stay in interior spaces of health-care facilities and social service facilities, the duty of using a respirator continues to apply. Respirators also have to be used in public transport.
- With effect from March 14, 2022, the obligation of Palacky University as an employer to provide its employees with respirators in sufficient number for each shift, as determined in extraordinary measure, terminates.
- With reference to abolishing the obligation of preventive testing at FNOL, preventive testing is not required for the Faculty students from March 14, 2022 either.
- In summer semester 2021/2022, absence from classes due to health reasons related to Covid-19 does not need to be compensated. However, it is necessary to inform a relevant teacher or a secretary of a department about this fact. For students who are interested in it, classes can be compensated if the given department, or a responsible academic worker, agrees to do so.
Conditions on Students‘ Participation in Practical Clinical Lessons from February 15, 2022
Based on the emergency measure MZDR 1520/2022-2/MIN/KAN, the following rules for practical clinical teaching at the Faculty of Medicine and Dentistry students apply from February 15, 2022:
- All students taking their lessons at clinical departments are obliged to undergo a preventive check-up to determine presence of antigen of SARS-CoV-2 virus once in seven days.
- The testing is performed centrally at the sampling point of FNOL in building F.
- Students make their reservations for testing themselves via FNOL reservation system, see the link: https://rezervacecovid.fnol.cz/Pages/Calendar2.aspx?calendarType=Public
Students have to present their health-insurance card and their ISIC card at the sampling point. - The duty of testing does not apply to students who:
- underwent RT-PCR testing for SARS-CoV-2 virus within the last 72 hours before the date of regular testing, with a negative result, or
- are vaccinated against COVID-19 disease and can prove this fact with a certificate provided that it has not been less than 14 days from completing the vaccination course and at the same time not more than 270 days, or they have been vaccinated with a booster dose, or
- had a laboratory confirmed COVID-19 disease, their isolation period finished and there has not been more than 180 days from the first positive rapid antigen test for detection of antigen of SARS-CoV-2 virus or RT-PCR test to detect presence of SARS-CoV-2 virus and can prove this fact with a record in the information system of infectious diseases (a digital certificate EU COVID) or with a confirmation issued by a provider of health services, or
- are preventively tested in accordance with this extraordinary measure with another employee.
- The condition for students to participate in practical clinical lessons continues to be:
- a. wearing a respirator or similar device – without expiratory valve – meeting all technical conditions and requirements for the product, including filtration efficiency of at least 94% according to the relevant norms (e.g. FFP2, KN 95)
- b. And the fact that a student does now show any signs of respiratory disease at the time of teaching.

Organization of the summer semester 2021/2022
In connection with the beginning of summer semester 2021/2022, I announce the following:
- Teaching in summer semester 2021/2022 will be held in its face-to-face form.
- Testing for Covid-19 will only be obligatory for students in practical teaching of clinical subjects (in direct contact with patients) according to the instructions by FNOL. This testing only applies to non-vaccinated students.
- I am appealing to all employees and students to stay at home in case of respiratory problems, if necessary to see their general practitioner.
- It remains obligatory to wear a FFP2 respirator or any other similar respiratory protection device over the length of time at workplace and during teaching.

Updated instructions on testing of employees
In accordance with the extraordinary measure of the Ministry of Health of January 26, 2022, an employee (or a member of a legal entity) who had a laboratory confirmed disease covid-19, the period of ordered isolation elapsed and there has not been more than 30 days from their positive RT-PCR test to detect SARS-CoV-2 virus upon which isolation was ordered does NOT have to be tested.

On January 19, 2022, the Czech Government pledged to amend the Decree No. 466/2021 Coll., on vaccination against infectious diseases, as meaning that vaccination against the disease Covid-19 will continue to be voluntary including people who are specified as persons preparing for practice of medical profession with a health-care provider.
The Faculty management welcomes this approach based on individual responsibility of each of us. We would like to assure you that if this amendment is adopted, we are not planning to increase the requirements above the legislation in force and we will continue to rely on your responsible behaviour.

Testing of Employees at the Faculty of Medicine and Dentistry
From January 17, 2022, a new emergency measure of the Ministry of Health is effective ( MZČR Opatření ) which specifies new duties for employers and employees regarding testing for Covid-19 at work.
Employers are ordered to ensure regular testing of the below mentioned persons, namely twice per week, with rapid antigen tests (RAT). The time span between individual dates of testing has to be at least 3 days. In case an employee is absent from work at the time of testing, he/she is tested on the day of return to work. In such a case he/she does not have to be tested with the frequency of twice a week.
Employees and persons specified below who the extraordinary measure applies to are obliged to submit to the testing. This does not apply in cases when an employee or any other person as specified below does not meet any third persons at their workplace or in the performance of their work; household members of the particular person are not considered third persons.
Obligatory testing thus applies to:
- an employee in his/her principal occupation;
- an employee with an agreement for the performance of a work assignment (DPP)/work performance agreements (DPČ);
- an intern, a trainee, a volunteer,
And in all categories it is not a decisive factor whether a person is vaccinated (and how many doses) or not, or he/she had Covid-19 disease.
A head of each department is responsible for identification of persons who have to be tested; testing in accordance with Article I. par. 1 of the extraordinary measure will be performed at the workplace.
A person who the obligatory testing applies to does not have to be tested if he/she proves one of the following exceptions to his/her employer:
- he/she submitted to a PCR test with a negative result in the last 72 hours (this is proved by submitting a digital certificate EU COVID or submitting a confirmation issued by a health service provider);
- he/she submitted to a RAT with a negative result in the last 24 hours (this is proved by submitting a digital certificate EU COVID or submitting a confirmation issued by a health service provider);
An employee who refuses to submit to testing is obliged to observe the following:
- wear a FFP2 respirator or any other respiratory protection during the whole time spent at their workplace;
- physically distance from other people to at least 1.5 meters if it is possible regarding the nature of the work;
- eat separately from other people; during the time of consumption, he/she is not obliged to wear a protective respiratory device.
If an employee refuses to submit to a test, UP will report this fact to the Regional Hygiene Office of the Olomouc region without undue delay. Also, with an organizational measure, UP limits meeting such an employee with other persons. Possible consequences of refusal to submit to a test are described in justification of the extraordinary measure.
If an employee is tested with a positive result, he/she has to do the following:
- without any delay inform his/her employer (through a head of a department) about their planned absence from work due to suspect Covid-19 positivity;
- leave their workplace;
- provide assistance to the Regional Hygiene Office which will order them a quarantine of five days from the date of the test;
- wear a respirator FFP2 until a quarantine is ordered and avoid contact with other people.
UP will electronically send information on which persons were tested with positive results to the Regional Hygiene Office the day following after the testing day at latest. This information will be, based on results from SAP system, transmitted to the Regional Hygiene Office centrally. The person entitled to information transmission is the Head of Rector's Office.
If an employee submits to PCR testing at time after their positive RAT result which was done at a UP workplace and this PCR test will be negative, the Regional Hygiene Office will end the quarantine.
An employee is obliged to submit to RAT testing upon their return to their workplace after the quarantine, namely the first day of their presence at the workplace after the quarantine.
An UP employee who is simultaneously an employee with another employer who does not perform testing will be issued a confirmation on being tested at a UP workplace upon their request. This confirmation will be issued by a head of a department based on an available template (SAP system).
UP is obliged to keep register of performed tests and maintain it for 90 days.
Testing mode for common departments of LF UP and FNOL:
In case of common workplaces of LF UP and FNOL and employees at such workplaces who are employed at both institutions testing will be done in accordance with FNOL instructions.

Testing Students at the Faculty of Medicine and Dentistry
From January 17, 2022, a new emergency measure of the Ministry of Health is effective ( MZČR Opatření ) which specifies new duties for employers and employees regarding testing for Covid-19 at work.
This regulation also applies to students (on accordance with Article II., subparagraph b, par. viii.) who at the given period of time undergo their clinical teaching and are in contact with patients. In such a case, the same rules apply to them as to FNOL employees and they are tested at individual departments according to instructions from FNOL. A responsible person is a relevant head of a department (a chief of a department).
Students practising at health care facilities are tested in the relevant health care facility according to their rules.
Students taking their exams are not required to be tested.

For possible antigen testing for SARS-CoV-2 if ordered by the Czech Government, I ask all foreign students (including Slovak students) to register with a chosen health insurance company in the CR according to the below mentioned list (unless they have already done so):

The registration is for free for students with health insurance in Slovakia.
Based on this registration, you will be issued a „yellow card for an insured person“ which gives rise to health care in the CR, including reimbursement of antigen tests for Covid-19.
In case you will not have your health insurance in the CR with any of the above mentioned health insurance companies, you will be taken as self-payers when tested and you will pay for testing yourselves.

An amendment to the Regulation No. 537/2006 Coll. - compulsory vaccination
Dear students,
An amendment to the Regulation No. 537/2006 Coll. was published in the Collection of Laws on December 10, 2021, on vaccination against infectious diseases which, amongst other things, in §10a regulates special vaccination against Covid-19 disease for persons preparing for their health care profession for health-service providers. This means that students of master study programmes Všeobecné lékařství, Zubní lékařství, General Medicine and Dentistry are obliged to submit to this vaccination till February 28, 2022. Compulsory vaccination against Covid-19 is required for taking practical training in health care facilities and it is a compulsory part of study in the above mentioned study programmes.
Concerning master programmes Všeobecné lékařství and General Medicine, students have their first practice in health care facilities in their 2nd year (summer semester - course IN0/VCB12, Klinická propedeutika 1, or course PLE/VABP1, Basic Procedures in Healthcare – Clinical Practice). In master programmes Zubní lékařství and Dentistry, students have their first training in health care facilities in their 1st year (end of summer semester - course ST1/ZUB81, Prázdninová praxe zubní lékařství, or ST1/ZAB81, Dentistry – Clinical Training 1).

Respirators for Employees
In accordance with the extraordinary measure of the Ministry of Health CR of October 27, 2021, No. MZDR 15757/2020-61/MIN/KAN, on respiratory protestion, see link, from November 1, 2021, an employer is obliged to provide all employees with respirators in relevant amount for every shift.
Respirators are available on demand with heads oif individual departments.
A head of the given department is responsible for meeting the valid hagiene-edpidemiological measures.

Organising face-to-face congresses, educational events, exams (except of those under the Act on Higher Education) and academic ceremonies from November 22, 2021
In accordance with the conclusions of the UP emergency management, for organising face-to-face congresses, educational events and exams (does not apply to educational activities in accordance with the Act on Higher Education) and academic ceremonies (part I/13 of the extraordinary measure) the following is applicable:
It is not necessary to check non-infectiousness in case there are less than 20 participants at the event.
From November 22, non-infectiousness can be only proved by:
- confirmation of laboratory confirmed COVID-19 disease, with isolation period finished and it was not more than 180 days before the date of the event.,
- vaccination against COVID-19 disease under the condition that the vaccination course was completed at least 14 days ago.
Using PCR tests to prove non-infectiousness is only possible in case of people under 18, „semi-vaccinated“ people and people having contraindication to vaccination. The validity of PCR tests is, in case of events under this extraordinary measure, 72 hours.
Concerning respiratory protective devices, this arrangement is still valid.
Participation in educational activities in accordance with the Act on Higher Education (i.e. lectures, seminars, trainings, exams, credits, colloqiums, etc.) is not dependent on checking non-infectiousness. On the other hand, graduation ceremonies are subject to the above mentioned limitations.
Organisers of the above mentioned events arwe responsible for the fact that only people meeting the given conditions are present at the events.
Obligatory testing of employees
Following the extraodrinary measure of the Ministry of Health CR of November 20, 2021, No. MZDR 42085/2021-1/MIN/KAN, on obligatory testing of employees, see here, the relevant provisions are as follows:
Those Faculty employees who are not simultaneously employed at the University Hospital Olomouc are tested with rapid antigen test (RAT) centrally at the University Hospital sampling point, building F, entrance from the side of building Y, with the frequency once per week. Employees schedule the testing themselves via the reservation system https://rezervacecovid.fnol.cz/Pages/Calendar2.aspx?calendarType=Public .
Employees are informed about their test results via SMS, the certificate of the test is available at https://ocko.uzis.cz.
An employee has to present their health insurance card and their employee card at the sampling point otherwise the sample will not be taken.
An employee is obliged to prove having been tested to their employer (or a head of their workplace) with a written confirmation.
The first testing has to be carried out on Monday, November 29, 2021, at latest. Regarding the limited capacity, we recommend to reserve the date and time of testing well in advance.
The obligatory testing of employees does not apply to persons who:
- are vaccinated against Covid-19 disease and it has been at least 14 days since completing the course of vaccination according to the summary of product characteristics,
- experienced Covid-19 disease confirmed by a laboratory, the mandatory isolation period finished and it has not been more than 180 days since their first positive rapid antigen test (RAT) for presence of SARS-CoV-2 antigens or RT-PCR test for presence of SARS-CoV-2 virus.
- have been tested during the last 7 days with a RT-PCR test for presence of SARS-CoV-2 virus with a negative result.
The proof for any of the above mentioned exceptions from testing has to be documented by an employee to their employer (or a head of their workplace) with a written confirmation.
In case an employee does not meet any exception from obligatory testing and simultaneously refuses to undergo a test, he/she will be, in accordance with the valid extraordinary measure of the Ministry of Health CR, reported to the regional hygiene office.
A head of the relevant workplace is responsible for compliance with the valid hygiene-epidemiological measures.

Testing students having their practical training at FNOL

Testing of persons preparing for their profession (i.e. undergraduate students at practical training, postgraduate interns at short-term and long-term internships) takes place centrally at the sampling point in FNOL in the building F. A student has to provide their health insurance card and ISIC card at the sampling point otherwise their sample will not be taken.
A student will be informed about the test result via SMS, a certificate of the realised test is available at https://ocko.uzis.cz. A student submits their negative test result to the head of a unit upon their arrival at a department.
It still applies that the condition for students participating on practical training at FNOL is:
- wearing a respirator or similar – without expiratory valve – meeting all technical conditions and requirements for the product, including filtration efficiency of at least 94% according to the relevant norms (e.g. FFP2, KN 95);
- a student does not show any symptoms of respiratory diseases at the time of their practical training;
- antigen tests are done once in 7 days.
The obligation of being tested does not apply to those who:
- were tested with a RT-PCR test to detect SARS-CoV-2 virus with a negative results 72 hours before the term of regular testing at longest, or
- were vaccinated against COVID-19 disease with attested certificate on the performed vaccination according to the critaria of the extraordinary actions, under condition that their vaccination course was completed at least 14 days ago, or
had laboratory confirmed COVID-19 disease, their isolation period is finished and there are not more than 180 days from their first positive rapid antigen test (RAT) to detect the presence of SARS-CoV-2 antigen or RT-PCR test to detect SARS-CoV-2 virus.
Arrangements at the Faculty of Medicine and Dentistry from November 15, 2021
In accordance with the emergency measures defined by the Ministry of Health of October 27, 2021, and their amendment of November 10, 2021, it is prohibited from November 15, 2021, to move and stay in interior spaces of the faculty/university, interior spaces of food service operations, at conferences, congresses, educational events and face-to-face exams without respiratory protective devices (i.e. a respirator or similar – without expiratory valve – meeting all technical conditions and requirements – for the product – including filtration efficiency ofat least 94% according to the relevant norms (e.g. FFP2, KN 95).
Nevertheless, due to the specifics of the faculty of Medicine and Dentistry and deterioration of the epidemic situation in the Czech Republic and in order to decrease the risk of spreading Covid-19, it is mandatory to wear the defined respiratory protective devices at the Faculty of Medicine and dentistry from November 15, 2021, during all practical training sessions, lectures, seminars and exams of all kinds. We appeal to your sense of responsibility and discretion and strongly demand for complying with the regulations.
Students practisíng at a workplace of natural or legal persons, in case of our faculty it is the Faculty Hospital Olomouc or any other health facility, comply with rules and regulations applied at the particular workplace.

Arrangements at the Faculty of Medicine and Dentistry from October 25, 2021
In accordance with the emergency measures defined by the Ministry of Health of October, 20, 2021 and valid from October 25, 2021, it is prohibited from October 25, 2021, to move and stay in interior spaces of the faculty/university, interior spaces of food service operations, at conferences, congresses, educational events and face-to-face exams without respiratory protective devices (i.e. a respirator or similar – without expiratory valve – meeting all technical conditions and requirements – for the product – including filtration efficiency ofat least 94% according to the relevant norms (e.g. FFP2, KN 95).
This excludes i.a.:
- Students during educational process who sit at desks or otherwise;
However, in order to eliminate the risk of spreading covid-19 disease at UP, the Rector orders students to use the defined respiratory protective devices during educational activities too (in case specifics of the given subject allow so); - Teachers and academics during educational process;
- An examiner and examinee during an exam if all people keep the distance of at least 1.5 m;
- Accommodated students when staying in their room (i.e. outside common spaces);
- Customers of food service operations during consumption of food and meals including drinks, in case a costumer sits at a table;
- Persons outside food service operations for as long as necessary to eat food and meals including drinks;
In case of mass academic ceremonies (matriculation and graduation ceremonies) and cultural, social and sport events (hereinafter as „events “) it is necessary ensure the following:
- If an event takes place inside a faculty/university, it can only be attended by people wearing respiratory protective devices
- If an event is attended by more than 20 people at a time, it is necessary to meet the condition under emergency measure MZ ČR of September 27, 2021, i.e. it is necessary to actually ensure checking non-infectiousness of visitors (the system of vaccination – past disease – test).
The Rector orders that teachers instruct students on the meaning of non-infectiousness before the beginning of scheduled educational activities and exams.
In case of necessity it is possible to use public testing spots.
I appeal to everybody, with respect to the worsening epidemic situation, to use the recommended respiratory protective devices whenever it is possible.
At the same time, I ask all students and employees to follow updated measures concerning stay and movement at the faculty premises and respect them.

For students accommodated at the dorms, these conditions of the Ministry of Health are valid of August 20, 2021 as well as these measures related to respiratory protection.

Teaching during winter semester 2021/2022
Dear academia at the Faculty of Medicine and Dentistry,
As the summer is coming to its end, new academic year is about to start. The past academic year 2020/2021 was significantly influenced by Covid-19 pandemic and the whole academia of our faculty, students, teachers as well as other employees, deserve thanks for managing such difficult times successfully. Practical teaching which enabled students finish their relevant study year was provided and realised and particularly this deserves appreciation.
What could be expected during the winter semester? Covid-19 disease will continue to persist, nevertheless thanks to vaccination and current immunity rate of the Czech population, there should not be any dramatic development, or overburdening of health care system. It is very gratifying that roughly 94% of our faculty students are vaccinated. Also vaccination coverage among academics, mainly in preclinical and clinical subjects, is very high.
Teaching in winter semester will be realised in its standard in-person form, however it is necessary to define and subsequently comply with the following rules:
- Theoretical and practical teaching in preclinical subjects (i.e. without any contact with patients) will be realised in-person wihout any limitations and in accordance with the study plans for academic year 2021/2022. It will not be necessary to submit a vaccination certificate, medical certificate of Covid-19 history or noninfectiousness on Covid-19. Facemasks or repirators are not required during classes but they are recommended.
- The condition for attendance in practical teaching in clinical subjects (with contact with patients) will be full vaccination (documented with a vaccination certificate) or a medical certificate (not older than 180 days) on Covid-19 history or negative RT-PCR test on SARS-CoV-2. The validity of RT-PCR on SARS-CoV-2 is 2 weeks at maximum. Simultaneously, respirators FFP2 are obligatory. Theoretical teaching in clinical subjects will be realised without any limitations, similarly as in case of preclinical and theoretical subjects (see 1).
- The Faculty management appeals to students not to attend classes in case of respiratory problems, missed classes will not be required to be compensated (only in case a student is interested and after agreement of a relevant department). In case of absence in classes for the above reasons, it is necessary to inform a relevant department without any delay.
The above mentioned rules might change depending on resolutions of the Czech government or measures of the Czech Ministry of Health.

Arrangements in the study room from 13/9/2021
Dear students,
in connection with the beginning of academic year 2021/2022, I am informing you that the study hall (Šantavy’s Hall) in the new building of the Theoretical Institutes at our faculty will be open under standard conditions, i.e. 24/7, from September 13, 2021.
There are no special measures necessary for staying in the study room and during studying facemasks or respirators are not obligatory. Nevertheless, I appeal to your personal responsibility and ask you not to attend the faculty premises in case of any respiratory problems so that you do not put others at risk of infection.

Details for summer clinical training and teaching
- Students arriving from abroad for summer clinical training are obliged to proceed in accordance with the Protective Measure File no MZDR 20599/2020-96/MIN/KAN as per 2 July 2021 (for a summary in English see https://www.mvcr.cz/mvcren/article/ministry-of-health-updated-the-protective-measure-from-july-9th-2021.aspx)
- When starting their summer clinical training, students are obliged to produce a negative test result (RT-PCR or antigen test) according to the conditions given by the relevant medical facility. This obligation does not apply to students who are fully vaccinated (with an EU-recognized vaccine) or can produce a certificate of having undergone Covid-19 within the past 180 days.
- The faculty management recommends that all students get vaccinated against Covid-19 and at the same emphasizes that according to the preliminary statement by the Minister of Health of the Czech Republic Mg. et Mgr. Adam Vojtěch, tests for determining SARS-CoV-2 will not be covered by public insurance as per 1 September 2021. This means that everyone will have to pay for their own tests.
- Valid vaccination or negative test results will be compulsory in order to be able to take part in classes in the academic year 2021/2022.
The Emergency Measure of the Ministry of Health and the Protective Measure of the Ministry of Health of July 9, 2021
From July 9, 2021 the existing extraordinary measure has been changed, namely in case of exams if there more than 10 people present at the same time, as follows:
- exams (ordinary as well as finals), if there are more than 20 people present at the same time:
- there must not be more participants than 75% room capacity, all of them must be seated,
- the distance from a lecturer has to be at least 2 m,
- only people who do not show clinical symptoms of Covid-19 can be present who also meet one of the following conditions:
- submit a certificate of negative result of PCR test done within a health service provider, not older than 7 days,
- submit a certificate of negative result of antigen test done within a health service provider, not older than 72,
- proves that they had the Covid-19 disease in the last 180 days,
- submit certificate of completed vaccination against Covid-19, namely:
I. there has been at least 14 days since the application of the second dose in case of a two-dose schedule according to the SmPC guideline, or
II. there has been at least 14 days but not more than 9 months since the application of a dose in case of a one-dose schedule according to SmPC. (or an equivalent from abroad according to given conditions.)
Protective measure No.: MZDR 20599/2020-96/MIN/KAN of July 1, 2021 regulates arrival into the Czech republic (different rules apply for return from countries which are included into the list of countries with low, medium, high and extremely high risk of Covid-19 occurrence).
The Faculty is obliged to prevent students and employees entering at the Faculty premises unless such persons do not submit a test to their employer in accordance with the given protective measure, or unless they prove that they are excluded from the obligation to submit a test according to this protective measure.
A person who is obliged to take a test and who is entitled to submit a test at the territory of the Czech Republic (and takes advantage of the possibility) when arriving from countries with low or medium risk of Covid-19 occurrence, can be admitted to the Faculty premises, however he/she is obliged to use breathing protection equipment (FFP2 respirator) until results of the test are known.
Persons under par. I.19 (employees and students) are obliged to inform the Faculty management about journeys over 24 hours in case of neighbouring countries, and about journeys over 12 hours into countries with low, medium, high and extremely high risk of Covid-19 occurrence. Particularly students are obliged to inform the relevant vice-dean for study affairs, employees are obliged to inform the head of the particular department.

Obligations for entities that accept foreigners on the territory for the purpose of educational activities that entered the territory of the Czech Republic after 1 July 2020
In accordance with Article II/17 of the Protective measure all entities accepting foreigners for the purpose of economic or education activities that entered the territory of the Czech Republic after July 1, 2020, are obliged to ensure the foreigners:
- accommodation for the whole period of their stay in the Czech Republic, including a place for quarantine measures in case of its ordering by public health authorities,
- health care or a registering health care provider for the whole period of stay in the Czech Republic,
- reimbursement of health care unless ensured otherwise in case of foreigners with long-term residence permit,
- return to a country of origin in case of losing the purpose of the stay in the Czech Republic unless ensured otherwise; this does not apply in case of foreigners with a long-term residence permit;
If the entity for which a foreigner performs economic or educational activities changes in accordance with legal provisions of the Czech Republic, the last entity bears the obligations.
Testing all students and employes at LF UP will end from July
Emergency Government measures of June 7 deletes, effective from July 1, the obligation to test all employees and students at the faculty premises. Therefore the current regular testing at the faculty and the dorms will be ended.
Also no negative Covid-19 tests, certificates of vaccination or confirmation of the suffered disease will be required for the personal presence at work, exam or lessons. However we appeal to all employees and students to be thoughtful to their colleagues, to keep all necessary hygiene conditions, i.e. hand sanitizing, distances and wearing respirators where necessary. In case you have Covid-19 symptoms, please consult further work conditions with your superior, if you are a student, try to agree on postponing your exam or online examining with your teacher.
Also please notice that now it is possible to prove your clean bill of health with vaccination from abroad in case of presence at academic ceremonies, in accordance with amendment to the emergency measure MZDR 14600/2021-15/MIN/KAN which is valid from June 22, 2021.

With effect from June 1, 2021, health service providers cover a POC antigen test once in 7 days only and RT-PCR test twice in a calender month only for all people who are included in the public health insurance system in the Czech Republic (see the measure).
With regard to the above mentioned, I am asking you to respect this frequency limit also at the test center for employees and students at the Faculty Hospital Olomouc (building W, laundry).
Other regulations on testing continue to be valid in accordance with the information of May 24, 2021.

Update on testing of the Faculty students
Dear students,
with effect from May 24, 2021, the conditions of antigen or RT-PCR testing are changed.
Students of all grades of the Faculty are allowed to enter the Faculty premises provided that they have taken a POC antigen test or a RT-PCR test for SARS-CoV-2 virus with a negative result:
1) on-site teaching (i.e. till May 28, 2021) – a test not older than 7 days,
2) participation in an exam – a POC antigen test not older than 72 hours, alternatively a RT-PCR test not older than 7 days.
The obligatory testing does not apply to students who:
- had COVID-19 disease and there have not been more than 180 days from their first positive test (this information has to be documented by a laboratory confirmation),
- have a certificate of the Health Ministry in the Czech Republic or a similar document issued by an authority of a relevant country about a complete vaccination against COVID-19 in the following versions:
- there has been at least 22 days but not more than 90 days since the application of the first dose in case of a two-dose schedule if the second dose has not been applied,
- there has been at least 22 days but not more than 9 months since the application of the first dose in case of a two-dose schedule if the second dose has been applied,
- there has been at least 14 days but not more than 9 months since the application of a dose in case of a one-dose schedule according to SPC.
It continues to apply that a student must not have any symptoms of COVID-19 disease when entering the Faculty premises.

Testing of the Faculty students
Dear students,
Based on the Government emergency decision of March 5, 2021, Palacky University is obliged to test its employees for COVID-19. With regard to the exception from the Government resolution which allows the faculties of medicine and dentistry to continue with their practical and clinical teaching, the Faculty management has decided on regular antigen testing of the Faculty students.
From April 1, 2021, face-to-face teaching for students of all grades at the Faculty will be only be allowed provided that they will have been tested during the last 7 days with POC antigen test for presence of virus SARS-CoV-2 antigen or RT-PCR test for virus SARS-CoV-2 with negative results.
The testing is not obligatory for students who:
- Will not participate in face-to-face teaching in the following 7 days;
- Had COVID-19 disease and the first positive test is not older than 90 days (this information has to be documented with laboratory confirmation);
- Have a certificate from the State Department or a similar document issued by authorities of a relevant country on complete vaccination against COVID-19 which is at least 14 days old, and simultaneously does not show any signs of COVID-19 disease.
In case a student refuses to be tested, he/she will not be allowed to participate in face-to-face teaching.
Students will be able to get tested from Monday, Marz 29, 2021 at the premises of the Faculty Hospital Olomouc, at the sampling point in WJ building (laundry). A reservation system for testing has been created:

Please, register into the system personally. Take your insurance card and your ISIC card with you to the sampling point.
You will be notified of your test result:
- In case of a positive result by SMS message with further instructions;
- In case of a negative result you will receive a certificate and notification by e-mail.
It is not necessary to be tested only in the Faculty Hospital Olomouc, you can also make use of other possibilities (e.g. another health facility near your place of residence, at your doctor’s, etc.).
A negative test result for SARS-CoV-2, a laboratory confirmation of having experienced COVID-19 or a certificate of vaccination and their submitting is necessary for participation in face-to-face teaching.

On-site teaching and examining at universities - government emergency measure
The epidemic situation is improving and in accordance with the government measure No. 471 of May 17, 2021, it is possible to resume fully on-site teaching for all students at our faculty.
Similarly, exams can be done on-site and in such a case it is necessary to keep 1.5-meter distances and have a respirator and a negative test.
The form of the upcoming weeks of teaching and exams will be decided by individual departments. It is still possible to take exams online.
Also regular testing of students and employees continues which is necessary for presence at the faculty premises. In case of using a negative antigen test from any certified sample point outside FNOL, it applies, when returning to work or school, that as of May 18 the test must not be older than 72 hours. Then a student or an employee can again join regular weekly testing.
Current Extraordinary measure of the Ministry of Health
Extraordinary measure of the Ministry of Health of the Czech Republic - restriction of operation of schools and school facilities, with effect from 10 May 2021 until further notice here.
According to this measure, participation in exams and entrance exams is no longer limited by the number of participants, but it is necessary to observe the distance of min. 1.5 m.
Vaccination for Academics
Dear colleagues,
let me inform you that in accordance with the endorsed Strategy for vaccination against COVID-19 in the Czech Republic, registration for vaccination against COVID-19 for academics at Universities and colleges has been launched. This relates to all academics (i.e. employees participating in teaching students, mainly within practical, laboratory, experimental and similar teaching) of public and private Universities and colleges. Registration for academics into CRS will be possible from May 3, 2021, to June 15, 2021; the code for registration is the code allocated to UP for COVID Forms App and all academics will register through this code. The code as well as confirmation of employment will be provided by the relevant HR worker (Jana Dvořáková, email: jana.dvorakova@upol.cz and Mgr. Clinical Teaching in the Context of Covid-19 epidemic
The epidemic situation caused by SARS-CoV-2 virus and Covid-19 infection significantly affected our lives and brought a lot of limitations. The areas impacted by the epidemic and the related state of emergency include teaching at universities, including faculties of medicine.
The management of the Faculty of Medicine and Dentistry at Palacky University considers as important that in the case of study programs General Medicine and Dentistry practical teaching has not been interrupted and it has continued with certain modifications. At the same time, it is necessary to mention work duty for medical students who markedly helped to cope with the workload in health facilities. It should be noted that students’ involvement was also voluntary, and students of all grades joined to help. A great word of thanks is due to all of them, and our faculty can be proud of its students. A big “thank you” should also go to all faculty employees who with their daily responsible work make it possible not only for practical teaching but also for realisation of online lectures and seminars to be realised. Mainly in the case of preclinical and clinical branches which also had to ensure complex health care for patients, this is highly respected and appreciated.
During Covid-19 epidemic relevant sanitary-epidemiological measures have been complied with. With students, academic workers and other faculty employees observing them, practical teaching as well as students’ help with care for patients was possible. Simultaneously, incidence of Covid-19 infection in students was monitored at our faculty which showed that incidence of this disease among students between October 2020 and March 2021 was 1-3 %. In connection with continuing practical teaching and students’ involvement in health care there was not any increase of incidence of Covid-19 among patients at the Faculty Hospital Olomouc. It is therefore obvious that fears of possible spreading the infection among patients due to practical teaching or students' help with health care have not proved justified. The overall number of students in quarantine during the above-mentioned period was 173.
The faculty management would like to thank all students and employees for their cooperation, understanding and willingness in coping with Covid-19 epidemic and is convinced that together we were able to keep our faculty functioning and at the same time help health facilities to secure differential-diagnostic and treatment-preventive activities.

The Dean’s Information on Teaching
Following the end of the state of emergency (11th April 2021) and the issued extraordinary measure of the Ministry of Health of the Czech Republic dated 6th April 2021 here, I issue the following instructions for teaching in the summer semester:
- All lectures and seminars intended for the whole grade will be realized online till the end of the summer semester.
- Practical teaching of theoretical and pre-clinical subjects taught at the Theoretical Institutes of the Faculty is realized face-to-face. Practical teaching at the clinics can be realized face-to-face for all grades and its form and conditions will be specified by individual departments (or their heads and study guarantors) to students via Moodle.
- Exams can be realized either face-to-face or online. When in its face-to-face form, exams can be realized with maximum of 10 people at the same time.

Such student is obliged to inform a secretary of a department about this fact in writing (via e-mail) and without any delay. Lessons which a student is not able to undertake because of the above-mentioned reasons, are not required to be substituted.
This scheme will be applied in the summer semester till further notice.

Financial contribution towards your COVID-19 test
Students, arriving from “red zone” and “dark-red zone” country for the summer semester 2020/2021 were pursuant to a protective measure issued by the Czech Ministry of Health obliged to undertake two PCR tests, one prior to their departure and the other after their arrival to the Czech Republic.
The faculty will contribute a total of CZK 1,000 to each student who had to take the tests and at the same time informed the faculty about his/her results, as was required by the said protective measure. In order to be eligible for the contribution, you must have arrived from a “red zone” or “dark-red zone” country between 5th February 2021 and 15th March 2021.
If you would like to make use of this contribution, you will need to send a receipt confirming that you have paid for a PCR test in the Czech Republic (a copy of your bank statement showing the payment is also acceptable). The contribution is applicable per person, not per test. The receipt together with your bank details (Czech koruna account only) should be delivered to the Student Affairs Office or emailed to jana.osmani@upol.cz.
Your claim should be submitted by 31.03.2021 at the latest.

Updated Information on the Government Decision of February 26, 2021
The Czech government in its decision No. 196 of February 26, 2021, declared a state of emergency for a period of 30 days (full text here).
At the same time, the Czech government in its decision No. 200, February 26, (full text here) continues to restrict the operation of higher education institutions until 21 March 2021. The Dean´s instruction for teaching in the summer semester from 23 February remain valid.
Travel between districts is now limited (full text here). In case of necessary trips to the faculty for work or study duties, it is necessary to have a completed form with you. Details and downloadable forms can be found here. The relevant government resolution restricting free movement contains an exception for travel for the purpose of participating in education and examinations.

- Exams can be held in face-to-face as well as online form. When in face-to-face form, exams must be held with maximum 10 people at the same time.

Regime at the Faculty of Medicine and Dentistry in the emergency state
In accordance with the government decision No 1373, the emergency state in the CR has been prolonged till January 22, 2021. Thus due to the recent deterioration of the epidemic situation in the CR, the following measures at our faculty apply:
- the face-to-face form of teaching is prohibited,
- the face-to-face form of exams is prohibited in case more than 10 people are present at the same time of an exam,
- the face-to-face form of teaching is not prohibited in case of clinical and practical teaching and medical practice for students of general medicine, dentistry, pharmacy and other health-care study programmes and students performing pedagogical practical courses and practice in kindergartens, primary and secondary schools or educational establishments of institutional and secure care,
- it is prohibited to provide accommodation at the dorms to university or college students who have another residence at the territory of the Czech republic, with the exception of students defined in par. 3 (see above).

The dean's information on termination of work duty for students
With effect from December 10, 2020, the Czech Government cancels the duty to work for students in the 4th and 5th years of the Czech programme General Dentistry. For more information see the Regulation (in Czech) here.
The above mentioned students return to their study duties and to their practical training according to instructions of individual departments and in accordance with the Regulation of the Czech Government No. 1263 of November 30, 2020 here. The updated information on teaching at individual departments are to be found in MOODLE.
The duty to work is still valid for students in the 5th year of the Czech study programme Dentistry.

Dear students,
I would hereby like to inform you about the following facts:
- All relevant information related to Covid-19 are regularly updated at the following webpage: https://www.lf.upol.cz/en/covid-19/ .
- All information regarding your classes and any possible changes are communicated to you via the official university platform Moodle.
- Given the fact that the state of emergency could finish as per 12. 12. 2020, individual departments will review their form of teaching, which means the possibility of going back to a contact form of teaching. The departments will also review the organisation and contents of your examinations, colloquia and credit requirements. All of the above is to be communicated to you via Moodle.
- All heads of departments are aware of their obligation to offer a sufficient number of examination dates.

State of emergency extended
The Ministry of Health will map the current epidemiological situation using the PES (anti-epidemic system) risk score. The regions will be assigned to five levels, on which the respective anti-epidemic measures will depend. The level of measures corresponds to the risk score, which has now dropped from 70 points to 62. Following these numbers, the Czech Republic will switch to the fourth level of the “PES” (Protiepidemický Systém) this coming Monday (Nov 23, 2020). The system should correspond to the priorities the Government have declared.
In accordance with this, the existing measures are still valid, including the possibility of practical and clinical classes of health-care training therefore the teaching at our faculty does not change. Any changes in the faculty regime due to epidemiological situation will be announced. Please, check this website to keep updated.
Adjustment of Teaching
Dear students,
Based on the requirements of the Faculty Hospital Olomouc where there are changes in organisation of operation due to the epidemiological situation and considering the increasing number of patients from the staff, we decided to reschedule and move clinical classes in the 4th and 5th year of Všeobecné lékařství (General Medicine in Czech) study programme and 3rd to 5th year of General Medicine (in English) partly to the summer semester and theoretical classes to this, ongoing semester. Subjects of general medicine for Dentistry take place online. This is based on the assumption that it will be possible to realize the clinical classes face-to-face.
In a practical way, this means that subjects of 3rd to 5th year of General Medicine taught by Department of Public Health, Department of Forensic Medicine and Medical Law and Department of Immunology will be held in the winter semester for all groups, i.e. also such which are to be taught in the summer semester. The classes will be mostly realised in an electronic form without a time limit of access to study materials. The particular information on ways of teaching in such subjects can be found in MOODLE and at IS/STAG during the next week. In the winter semester, there will only take place lessons of Infectious Diseases, Medical Genetics, Obstetrics and Gynaecology, Orthopaedics, Ophthalmology and Urology according to the original schedule. You will be informed about the changes in your schedule of classes which will be rescheduled for the summer semester immediately after the schedule for the summer semester will be adjusted.
The meaning of the above-mentioned adjustment is, in these difficult times, to offer students as much classes as possible which can be realised without contacts with patients in the winter semester and clinical training which, on the other hand, requires intensive contact with patients for the summer semester. Follow-up of these changes, you will be offered more examination dates on these subjects, including final state exams, which can be also done by those who will have their classes in the summer semester.

In connection with escalation of the Covid-19 pandemic in the Czech Republic, with the related Government-stated limitations in teaching and with wide help of hundreds, even thousands of medical students in the health system, the Association of Deans of Medical Faculties in the CR has agreed to comply with the following principles in academic year 2020-21:
- The main goal is to provide all students with conditions and possibilities so that they are able to meet all their study requirements (credits and examinations) in this academic year, specifically until September 30, 2021 at latest.
- Management of the faculties will help to reach the goal by flexible modifications of schedules, prolongation of exam period, providing sufficient amount of alternative dates for practical training, traineeships, credits and examinations.
- In case where a branch in which a student helps within the health system corresponds with a branch in which he/she was to have clinical training or practice, the faculties will (after individual consideration of a study field guarantor) recognise such practical help, or its part, as an equivalent replacement.
- Management of the faculties will make every possible effort to keep the quality and quantity of teaching affected by the current situation to a minimum. However, we ask all students to accept with understanding any possible modifications in teaching mainly in clinical fields in cases where teaching doctors will simultaneously have to meet extreme requirements for health care for patients, either due to high numbers of patients or to work for ill colleagues.
Information on teaching during the state of emergency
Dear students,
I would like to inform you that based on the Czech Government Resolution No. 1023 of October 12, 2020, a work duty has been declared for 4th and 5th-year students of Czech study programs General Medicine (Všeobecné lékařství) and 5th-year students of Dentistry (Zubní lékařství).
According to the Czech law, you, as English program students, are NOT called for a duty to help in the health system, nevertheless we would appreciate your voluntary help, particularly of those of you with good skills in communication in Czech language.
In contrast to the Czech programs, teaching of General Medicine and Dentistry will take place as before October 15, 2020. Therefore lectures and seminars will be held online via live streaming whereas practical lessons will take place as face-to-face teaching, except of clinic- or department- issued emergency situation. As usual, all information on teaching can be found on Moodle.

Dean’s Directions for Teaching from October 12, 2020
In response to the Government Resolution of Oct 8, 2020, No. 997 (see this document) which effective from Oct 12, 2020, till Oct 25, 2020, prohibits personal attendance of students at classes at colleges and Universities, all theoretical classes at the Faculty of Medicine and Dentistry becomes on-line (i.e. real-time streaming).
This Resolution does not apply to clinical and practical training and practice at hospitals which continues in its present form. The particular form of in-person clinical and practical training is to be decided by heads of departments and guarantors of individual subjects.

Dean’s directions for teaching
With respect to the current development of the epidemiological situation the management of the Faculty of Medicine and Dentistry decided that with effect from October 12, 2020 (Monday) lectures and seminars scheduled for the whole class, i.e. with participation of all students from a respective class, will take place only on-line (i.e. real-time streaming). This decision does not relate to practical teaching and block seminars which carry on to take place in a contact form.
The form and realization of distant theoretical and modified practical teaching is up to responsible consideration of a guarantor of the relevant subject. The way and updated directions for teaching of all subjects have to be stated for individual subjects (mandatory, optional, mandatory-optional) on Moodle, including corresponding study materials.
Financial contribution towards your COVID-19 test
Students, arriving from “red zone” countries between 24.08.2020 and 21.09.2020 were pursuant to a protective measure issued by the Czech Ministry of Health obliged to undertake two PCR tests, the cost of which they had to cover.
The faculty will contribute a total of CZK 1,000 to each student who had to take the tests. In order to be eligible for the contribution, you must have arrived from a “red zone” country within the said dates.
If you would like to make use of this contribution, you will need to produce a receipt confirming that you have paid for the test (a copy of your bank statement showing the payment is also acceptable). The contribution is applicable per person, not per test. The receipt together with your bank details (Czech koruna account only) should be delivered to the Student Affairs Office or emailed to jana.osmani@upol.cz.
Your claim should be submitted by 31.10.2020 at the latest.
PROVISIONS AT THE FACULTY OF MEDICINE AND DENTISTRY, SEPTEMBER 9, 2020 - Information for Employees
- Wearing masks and other protective equipment at the Faculty premises is mandatory in accordance with the current Government regulations.

Updates to entry into the Faculty buildings
All standard entrances into the buildings of the Theoretical Institutes (Faculty of Medicine and Dentistry) and the study room will be open in a day mode (7 a.m. - 6 p.m.) from September 7, 2020.
The Faculty library is open in the standard working time, i.e. 8 a.m. - 3:30 p.m. from September 1, 2020.

Conditions for entry into the Czech Republic as of 20 July 2020
Traffic lights terminology speaking, the Czech authorities distinguish between green zone countries = countries with a low risk of COVID-19 contagion, and the red zone countries = all other countries

Students arriving from the red zone countries have obligation to contact a regional Public Health Office (KHS) upon their entry to CZ, to undergo a PCR test in the Czech territory and to submit the test result to KHS within 72 hours from the entry - otherwise, a necessary quarantine measure shall be ordered.
To announce your arrival, you are advised to fill in this questionnaire and send it to infolinka@khsolc.cz.
PCR tests can be either undergone at the Prague airport (https://www.prg.aero/en/testing-covid-19) or can be performed in the University hospital Olomouc (https://covid.fnol.cz/testing-at-the-olomouc-university-hospital) where, however, prior online reservation is required.
Please note:
There is a restriction on free movement (i.e. movement around the territory only for predefined reasons) for 14 days after returning from the red zone countries. The main reason for this is the imprecision of testing and the related necessity of limiting the risk of transmission during the incubation period.

Options of recognising clinical practices for students of the Faculty carried out as part of volunteer work in health care facilities during the state of emergency caused by the COVID-19 epidemics
Clinical trainings can be recognised in the study programmes General Medicine and Dentistry as follows:
1. Summer clinical practices carried out as part of obligatory courses can only be recognised provided that the contents of the training mostly corresponded with the given course and also provided that a student has completed all respective prerequisites stated in the training’s syllabus.

Rules for Entry and Movement throughout the Building of the Faculty of Medicine and Dentistry
The faculty buildings are only open on working days. Students can only enter the faculty buildings after a prior agreement by a teacher, a faculty employee, in form of signing up for an exam.
In certain situations, it is possible to move inside the UP faculties without face masks, respirators, bandanas or any other protective equipment. This applies to students, academic workers and members of examination boards, in case the distance of minimum 1.5 m is kept between all the people present at the place and in case there are maximum 15 people in a room. In any other situation, the protective equipment for breathing protection is mandatory. The particular conditions are specified by a person responsible for the particular situation.
The rule for students continues to apply that their personal presence at the university for the purpose of study, examination or other activity at university is only possible if the following conditions are met:
- A student is without acute health issues implying viral infectious disease (e.g. fever, cough, dyspnoea, sudden loss of smell and taste, etc.),
- Students will disinfect their hands before entering into an examination room, the disinfectant will be provided by the university,
- A student is not enforced quarantine provisions at a given time,
- A student will provide a written affirmed statement of non-existence of symptoms of viral infectious disease. (The from is available HERE, alternatively it is available at the reception desk by the entrance into the building. The forms shall be submitted to a teacher/a faculty employee with whom they have a meeting. The submitted affirmations will be collected and archived at the particular departments.)
- When moving within the buildings of the Faculty of Medicine and Dentistry, please respect hygiene conditions and distance between people of minimum 1.5 m.
- Study rooms and the faculty library are closed.
Updates to teaching at the Faculty of Medicine and Dentistry as per 11. 5. 2020
Despite the fact that as per 11. 05. face-to-face teaching and examinations of up to 15 students + teachers/examiners is now possible, it is recommended for this option to only be used for courses that cannot be carried out online.
Courses already taught online will be completed online. This also applies to examinations, including final state examinations, defenses and state doctoral exam already planned online.
As per 11. 05. 2020 the following new measures apply at UP:
- Final state examinations, state doctora exams, thesis defenses and consulations will take place in the same manner as announced from 20. 04. 2020:
- on-line, especially when it is not possible to conduct the exams in person (when it would threaten the health of the examiner(s) or students, due to the limited movement within and to and from the Czech Republic, etc.);
- in person, meanwhile respecting all safety measures connected with the state of emergency (max. 15 students, two-metres’ physical distance, breathing passages covered, etc.), and the rules of Emergency Law No. 188/2020; organisation of Bachelor’s exams, defenses, Master’s exams and consultations will take place on the faculty and department level
- Consultations and classes for students of all class-years are possible from 11. 05. 2020:
- on-line, as is being done;
- in person, up to max. 15 students, especially in subjects whose character does not make on-line teaching possible, meanwhile respecting all safety measures (max. 15 students, two-metres’ physical distance, breathing passages covered, etc.), the organisation of which will take place on the faculty and department levels
- Clinical and practical classes and internships are still possible, without any changes since the announcement of 27. 04. 2020
- Mass lectures for all class-years will continue to take place only on-line (on-line), until further notice.
- Final exams, class credit exams, and fulfilment of other study requirements for all class years will similarly take place according to the announcement of 27. 04. 2020:
- on-line, especially when it is not possible to conduct the exams in person (when it would threaten the health of the examiner(s) or students, limited movement within and to and from the Czech Republic, etc.);
- in person, with a maximum of 15 students, meanwhile respecting all safety measures connected with the state of emergency (two-metres’ physical distance, breathing passages covered, etc.), and the rules of Special Law No. 188/2020; organisation will take place on the faculty and department levels.
- Entrance exams will take place on-line at faculties where possible.
Furthermore, the following is valid:
Students can take part in classes, exams, and/or other activities at the university as long as they obey the following conditions:
- they are without acute health problems associated with the viral infection (e.g. fever, cough, shortness of breath, sudden loss of appetite or smell, etc.),
- they disinfect their hands at the entrance to the examination room; disinfectant supplies will be provided by the university,
- they are not at that time themselves under quarantine, and
- they provide a signed, written oath that they do not exhibit any symptoms of the viral infection.
New act no. 188/2020 coll., act no. 188/2020 coll., on special rules for education and decision-making at higher education institutions in 2020 and on the assessment of the period of study for the purposes of other acts
On April 24, 2020 the new Act No. 188/2020 Coll., on special rules for education and decision-making at higher education institutions in 2020 and on the assessment of the period of study for the purposes of other acts, was published in the Collection of Laws. The law reflects the emergency situation in connection with taking crisis management measures by the Government of the Czech Republic due to the COVID-19 pandemic and modifies certain aspects of entrance examinations and registration in an instituion of higher education, modification of study conditions and completion of the study with a state examination, decision making in an institution of higher education and assessing the period during which teaching at institutions of higher education was restricted, in relation to the period of study. The act became effective from the day of its publishing in the Collection of Laws and covers public, private and state institutions of higher education. The whole text is available here (pdf).
Dean‘s Announcement of April 28, 2020
By the resolution of the Czech government No. 455, personal presence of students at collective forms of teaching and examinations within studies at a university or a college was reprohibited in accordance with the Act No. 111/1998 Coll., on Higher Education Institutions and on Amendment to Other Acts (The Higher Education Act), as amended. Therefore face-to-face teaching will still not be realised, without any need of compensation, until further notice.
The prohibition of personal presence of students does not apply to individual visits to the library and study rooms with the purpose to pick up or to return study materials and to personal presence of students:
- at mentoring sessions/tutorials or during examining with the presence of maximum 5 people,
- during laboratory, experimental or artistic work, mainly for completing theses within one’s studies in bachelor, master or doctoral study programmes with the presence of maximum 5 people.
According to the above mentioned Resolution of the Government of the CR, personal presence is possible within clinical and practical training and practice, however this type of teaching, regarding the specifics of practical training and practice in study programmmes General Medicine and Dentistry, current epidemiological situaion in the CR and worldwide, organisational measures in health institutions, mainly FNOL and the Faculty of Medicine and Dentistry, and last but not least with regard to your health, is not currently possible. Thus the practical training will still be realised by distant learning until further notice. In agreement with health institutions it is possible to plan contracting practices of students for dates after the planned classes in summer semester are finished.
Lectures and seminars can still be realised within distant learning only.
Whereas a lot of our students are still listed for voluntary aid at health and social institutions, the directive to count this activity into the passed classes, namely clinical practice, is still valid, so that the period of study will not be prolonged.
Examinations, credits and colloquiums can still be done online, but also in present form of examining when there is presence of maximum 5 people allowed in compliance with the defined hygienical measures. The form of completing the subject will be decided by the head of the department. Study rooms and library in the faculty building are still closed, UP library (Zbrojnice) works in restricted mode.
When entering the premises of the Faculty of Medicine and Dentistry and the University Hospital Olomouc, a student must submit this affirmation.
Information for students
Dear students,
Below find information which was sent to all heads of departments.
"We contact you regarding English and Czech study programmes. In accordance with the instructions of the management of the Faculty of Medicine and Dentistry, practical teaching from the period of government restrictions will be recognized without the need for compensation for ALL subjects of the Summer Semester 2020 without exception. In connection with the current release of restrictions for teaching, there is room for gradual renewal of practical exercises for Czech students and students from abroad (both in the Czech and English programme) who are in the Czech Republic or will gradually have the opportunity to participate in class in person. Due to the different limitations in individual clinical departments, it is necessary to solve the situation individually and inform students in time.
Especially for students of the English programmes, this is still unrealistic, and therefore their participation in practical classes will be recognized for the rest of the Summer Semester. The method and conditions of obtaining the credit are under the responsibility of the guarantors and according to the request of the Faculty management must be specified for individual subjects (compulsory, elective and optional) on Moodle (some departments have not updated the instructions on Moodle yet).
For the English programmes, it is NECESSARY to ensure the possibility of examination, after obtaining the credit, in a contactless form, because due to epidemiological circumstances, most students left Olomouc and the Czech Republic. Students of the English programmes who have stayed in Olomouc for various reasons should be able, after agreement with the examiner, to pass the exam in the standard contact form in case it will be possible due to the development of the epidemiological situation. Students will be informed about the proposed exam dates so that they can create their own calendar. An exception is valid for the last re-take dates, the organization and form of which depends on the decision of the subject guarantor.
The form and implementation of distance testing is at the responsible discretion of the guarantor. Please consider the instructions developed by the PU Rectorate Pedagogical Commission and which you have received ("Possibilities and methodological procedures for holding a distance (online) form of monitoring the fulfilment of students' study obligations") as a model example.
Both for Czech and English study programmes, the Faculty management is considering substitutions of practical bedside classes and practicing practical clinical skills (in a minimized form) in the form of a voluntary internship for focused students in the next semester, but this depends on the development of the situation and on the capacity of individual departments."

The faculty will reopen for graduating students
Based upon new shifts in strategy by the Government of the Czech Republic as of 14 April 2020 in conjunction with the declared State of Emergency and the measures to prevent the spread of the new type of coronavirus, as of 20 April 2020 the premises of the Faculty of Medicine and Dentistry PU will be reopened to a limited extent, and solely for graduating students.
Nothing has changed regarding the status of students not in their final years of their degree programmes, including the ban on physical classes. Their presence at the university is still prohibited, and only on-line classes are permitted at this time, until further notice.
In conjunction with the partial reopening of the university, the possibilities for foreign students to finish their study requirements within their exchange programmes are being discussed by the Czech Ministries of Education and the Interior, as well as rectors of individual universities. Basic information about Covid-19
In accordance with the Dean’s decision, the dates of the following state exams are cancelled: Epidemiology, Law and Social Medicine planned to be held on March 17 and 18, 2020; Surgery on March 16, 2020. Information on other planned dates of state exams will be regularly updated – PLEASE FOLLOW THE UPDATE!
The Faculty of Medicine and Dentistry management continuously deal with the situation at recurrent emergency meetings as well as through other channels. They communicate with superordinate authorities and cooperating institutions. The Faculty management is fully aware of their responsibility towards students and employees and therefore seeks solution which will help students meet their study requirements but at the same time will not interfere with any other regulation or measure, nor will threaten any of the parties involved. The below mentioned measures apply until further notice.

The measures issued by the superordinate authorities (Department of Health, Palacky University) apply. Regarding specifically the Faculty of Medicine and Dentistry the management decided as follows:
- Classes (including pre-study courses) can be realised via streaming, video presentations, commented presentations and other) (in case of General Medicine/Dentistry in both study languages)
- The heads of departments will send instructions for self-study to the representatives of individual years in which respective classes are held, or students may enquire directly with individual departments if necessary
- The Student Affairs Office may only be contacted via e-mail https://www.lf.upol.cz/en/about/organisation-structure/dignitaries/
- With respect for the specific situation at the faculties of medicine, state exams will take place as originally scheduled. Students who will not be able to attend a state exam, which they are registered for, shall consult this fact with their course coordinator and inform the Student Affairs Office. The pre-attestation courses will be held via distance learning
- All business trips of the faculty employees are cancelled immediately until further notice
- The manner in which classes will be organised once the Government orders related to Covid-19 are no longer in effect is entirely under control of the heads of the departments, including possible compensation of the missed classes
- By the decision of the management of the University Hospital, students are not permitted to collect or consume meals at the hospital canteen
- Following the decision of the National Security Council of March 10, 2020, all professional events organised by the Faculty of Medicine and Dentistry with more than 30 participants are cancelled effective immediately; further decisions will be made according to epidemiological situation

- If you have any queries or concerns regarding the above stated measures, please contact the respective Vice-Deans.

- Relating to the current situation it is necessary to take measures concerning the Faculty premises valid from March 19 (Thursday), 2020.
- You can only enter the building via reception. Only employees with valid employment cards will be allowed in.
- The upper parking terrace will be closed. Please, use the other two terraces.
- Cleaning in the Faculty buildings will take place in degraded mode and will be coordinated by Mainetnance services.
We ask you to trust our decisions and be patient. We strive to take only relevant steps and do the maximum possible.
Important information for students arriving from abroad
Resolution of the Czech Government no. 194 dated 12. 03. 2020 declared a state of emergency due to a health threat in connection with recorded occurrence of coronavirus (SARS CoV-2) at the territory of the Czech Republic. As a consequence of this there were further emergency measures issued by the government and individual ministries. These measures are binding for all persons residing in the Czech Republic, and any breach of such measures can result in administrative or criminal penalties.
In connection with all of the above, the Czech Government has on 30. 03. 2020 issued a resolution no.334, which stipulates the following obligation, which is relevant for students of the Faculty of Medicine and Dentistry, UP.
Foreigners, who hold a temporary residence over 90 days or a permanent residence at the territory of the Czech Republic and minors of Czech citizens, who were outside the Czech Republic prior to the travel ban, are obliged to
report immediately upon entering the Czech Republic by telephone or other remote media to their general healthcare provider operating as a general practitioner. If they are not registered with any such provider, they must report to any provider/general practitioner.
Related to this is also an obligation
for all healthcare providers operating as general practitioners to decide about quarantine with a duration of 14 days in accordance with §2 paragraph 7, letter a) of an Act no. 258/2000 Coll. about protection of public health and amendments of other acts for all persons who report their entry to the Czech Republic.
We urge all students to abide by the above stated obligation, mainly with respect for their own health as well as health of their peers, teachers, doctors and other health professionals, who need to stay healthy in order to be able to help others while doing their jobs.
Conditions and particulars required for ENTRY the national territory of the Czech Republic
Dear student,
We would like to call your attention to the information from the Ministry of Interior on conditions and particulars required for entering the national territory of the CR, effective from April 27, 2020. The exception for pupils and students entering the territory of the CR
This exception is only valid for persons who are permitted to enter the CR (EU citizen, CZ citizen living abroad, a foreigner from a visa-free country, etc.). It is mainly the case of doing examinations, including entrance exams, or necessary consultations which are not possible to be done within distant learning, at secondary schools and universities and colleges.
Also these are EU citizens who have their previous residence in the CR and they attend school in the CR (return to the Czech territory – not the first entry) and entry of citizens from third countries who have their temporary or permanent residence at the territory of the CR; entry of EU citizens in order to study at a university at the Czech territory without any previous residence or study at the CR more than 72 hours (new students); entry of cross-border pupils and students from neighbouring countries studying at the territory of the CR.
